A Procedural Fairness Letter (PFL) is an official communication from Immigration, Refugees and Citizenship Canada (IRCC) informing you that there are concerns with your application that could lead to a refusal. Before a final decision is made, IRCC must provide you with a chance to explain or clarify these concerns—this is your right to procedural fairness.
